Hey Elton, it depends on what data source layer you are referring to. Eventually, both completion handlers and publishers/subscribers are patterns, and both have their pros and cons. I think it comes down to the specific scenario you are dealing with and what are the requirements. Either way, in most cases you could use both patterns, and if you rely on Combine in the rest of your project, no reason you won't use it there as well :)
